This unidentified vampire lackey was a minion of Mayor Richard Wilkins III. He was sent to meet with the smuggler hat acquired the Box of Gavrok to Wilkins.
After the Scooby Gang found out about the Box's existance, Buffy Summers interrogated the vampire minion about the artifact's content. Afterward she slew him.
