The symbol is never explained, so far as I can see. If it's harmless and not a calling card for the demon, as we at first think, then how does it get on the hands of the children? If somebody put it on their hands to ward off the demon, who was that, and why didn't it work?

I don't think this symbol was meant to ward off any sort of demon in particular, Willow stated that the symbol is used in protection spells. I think that the symbol wound up on the children's hands by their own doing. I believe this is how they spread the fear of witches in the small communities that they come to, they put a wiccan symbol (harmless or not) on their person, then as investigating leads to the discovery of the symbols nature (being used in witchcraft) this is how the paranoia is seeped into the minds of the adults and leads to the persecution of accused witches.
