Mandel was an evil and completely delusional student of Sunnydale High School.
He was a member of the cult who tried to sacrifice Cassie Newton to the demon Avilas. His hopes of getting rich in exchange for Cassie's sacrifice were dashed when Buffy Summers killed Avilas. Buffy presumably made sure he was arrested along with the rest of the cult.
