These living dolls (cuddly and others toys included) were magical creations made by an old puppet maker. They considered this man, who lived not far away from the Slayer HQ in Scotland, their father.
They forcefully kept Dawn with them, who at the time was a doll as well, when she wanted to escape. They did not hesitate to attack Buffy, who they thought wished harm to them and the puppet maker.
