Allen Lloyd was a psychologist and "sensitivity trainer" from the Sensitivity Awareness Institute, hired by the LAPD Metro Precinct after Wolfram & Hart accused them of mistreatment against Tony Papazian.

In truth, he was a demon worshiper sent by Lee Mercer himself in order to place every officer and detective in Kate Lockley's precinct under a curse that would shatter their emotional control, first making them reveal their feelings, but eventually throwing them into total chaos. Mercer and Lloyd's goal was to create a diversion so Papazian would escape and also to humiliate the LAPD, as the effects of the curse would cause them to become violent as well.

Angel tried to stop Lloyd, but fell under his curse as well when he touched Lloyd's "Talking Stick", a cursed wooden stick which he used in his sessions and to which Lloyd was immune.
